This letter is a reply to your letter dated tiovember 20, 1981 to Senator Warren B. Rudman in which you express an interest in the environmental impact of the Seabrook Statio'n nuclear power plant.

In December,1974 the Atomic Energy Commission (now the Nuclear Regulatory l

Commission) published an environmental impact statement as part of the proceedings that resulted in a construction permit for the Seabrook plants. This document (copy enclosed) describes the environmental effects of plant construction and operations.

The fluclear Regulatory Commission is now reviewing the application for an operating license. This review includes a reassessment of the environmental impact of plant operations.

'A Draft Environmental Statement describing the environmental impact of plant operation is scheduled to be published in May, 1982. Public notice ~of this document will be made, and there will be an opportunity for interested agencies and citizens to forward coments to the flRC staff. These comments will be reviewed and included in the Final Environmental Statement now scheduled to be published in October, 1982.

Your letter made a specific reference to the matter of storing and disposing of nuclear waste. A discussion of this subject will appear in Chapter 4 of the forthcoming environmental statement. This subject will also be i

discussed in Chapter 11 of the NRC's Safety Evaluation Report scheduled for l

publication in September,1982.

Dear Senator Rudman:

I am interested in attaining information on exactly what the opening of the Seabrook Nucicar Power Plant will have on the environment.

Obviously, there will be a gedat many citizens effected by the expectant use of nuclear power in 1984 Just how does the federal government intend to handle the problems for storing and disposing nuclear waste? The safety and protection of Seabrook's population and existing environment depends on how the Federal Nuclear Regulatory Commission handles this delicate situation.

It was of great interest to see that the state of New Hampshire re-quested it be a party to Federal Nuclear Regulatory Com:r.ission hearf ngs on whether Seabrook 1 should be granted an operating licence.

now gets a chance to voice its opinions on the matter.

Exactly how the state sinnds on the environmental impact of the plant, including the " impact of thermal and. radiological discharges" is of Ereat interest to me.

Obviously the state is actively involved in the protection of its natural resources. Hopefully, there will be a more'co-operative commun-ication system established between government and citizens. Society must work together<in order to meet its future goals of success in the energy field of tomorrow.
