REVIEW 0F LICENSE AMENDMENT APPLICATION DATED DECEMBER 22, 1981 TO INCREASE THE POSSESSION LIMITS OF EXCORE DETECTORS I.
Background
By application dated August 17, 1981 Arizona Public Service Company requested the following:
1.
Excore detectors (12) containing less than six (6) g 2350 enriched to 90% 235U.
2.
flovable incore detectors (2) containing less than one (1) g 2350 enriched to 93% 235U.
3.
Neotron startup sources (PuBe) containing less than 3.0 g Pu, 4.
Fuel assemblies containing no more than 2,720 kg 235U at a " nominal" enrichment no greater than 3.30% 2350.
The applicant desired to have the requested authorization for the excore detectors by the end of October 1981. He requested the authorization for the incore detectors, neutron startup sourees and fuel assemblies by April 1, 1982. He was granted the license for the excore detectors on f
Oct.ober 1,1981. By application dated December 22, 1981, the licensee requested an increase in the possession limit of the number of excore detectors from 12 to 18. At the same time, the licensee informed the NRC the weight of the 235U/ detector is 0.586 g rather than 0.46 g.
He also requested a chan e in the possession limit of movable incore detectors from two (2) to four 4).
Items 3 and 4 above, are currently under review and we see.no reason why

the requested date for receipt of authoriz:..on to possess and use these materials cannot be met.

, JAN 6 1982 II. Radiation Safety Increasing the number of excore detectors from 12 to 18 and the quantity of 2350/ detector from C.46 g to 0.58 g does not significantly affect radiation safety. The total 2350 content of the 18 detectors is 10.55 g.
All detectors are sealed sources and there will be no change in the radiological safety program.
The request for authorization to possess the movable incore detectors will be part of the review for authorization to possess fuel assemblies.
III. Conclusion and Recommendation The receipt, possession and use of the larger number of excore detectors will have no adverse effect on the health and safety of the operating personnel, the public or the environment.
The staff recomends apprpval of the requested increased number of excore detectors with a total dJU content of 11g.
