This refers to the routine safety inspection conducted by Mr. W. P. Reichhold of this office on January 15, 1982, of activities authorized by NRC Byproduct Material License No. 12-12189-01 and to the telephone discussion concerning our findings with you on January 27, 1982.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspec-tion consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.

During the inspection, our inspector expressed concern over the procedure used to analyze your contamination wipe test samples. The sample counting time of 2 to 4 seconds per sample, is too short to allow for good counting statistics.

In your response to this letter, describe your method of count -

ing your wipe test samples to assure good statistical information.

In addition to the above areas, the inspector examined actions described in Form NRC-591, INSPECTION FINDINGS AND LICENSEE ACKNOWLEDGEMENT dated March 14, 1979, regarding apparent items of noncompliance found during our March 14, 1979, inspection. We have no further questions regarding these matters.

During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in the enclosed Appendix.

A written response, submitted under oath or affirmation, is required.
