PROCEDURES FOR CONTROLLING GENERIC REQUIREMENTS ON REACTOR LICENSEES
Purpose:
To obtain Commission approval of proposed procedures for controlling generic requirements on reactor licensees.
Discussion:
In October 1981, the Commission approved a reorgan-ization involving NRC Headquarters and Regional Office functions. The purpose of the reorganization was to control new generic requirements on reactor licensees, reduce the backlog of operating reactor licensing actions, and enlarge the role of Regional Offices. The purpose of this report is to inform the Commission of actions taken to implement the new i
organization and to request approval of the proposed Procedures for Controlling Communications of Generic Requirements to Licensees.
A.
Regional Offices The Directors of NRR, NMSS and IE are developing long-range projections of those functions i
within their areas of program responsibility

which they propose to delegate to the Regions.
Following receipt of these projections, an integrated plan will be developed in March 1982, which will form the basis for budget estimates of staff resources and program support funding for the Regions in FY 1984 and subse-quent years. We are in the final stages of developing plans for moving mill tailings licensing activities to a Regional Office. The Regional Administrators believe that the Regions collectively can handle about 500 operating reactor licensing act*ons without increases in l
their current staff ceilings, and some licensing I

Committee to Review Generic Requirements (CRGR)
The Committee to Review Generic Requirements (CRGR) has been established under the chairmanship of the Deputy Executive Director for Regional Operations and Generic Requirements (DEDROGR),

and members have been appointed from NRR, IE, flMSS, RES, AE00 and ELD. The Charter and Operating Procedures for the CRGR are provided in Enclosure 1.
The Committee has held five meetings through January 22, 1982, and the minutes of the meetings are in the Public Document Room. A summary of CRGR Activities is given in Enclosure 2.
The Directors of NRR, NMSS, IE and RES have been requested to prepare estimates of projected new reactor requirements through 1982. Although this compilation is not yet complete, the preliminary indications are that there may be a few hundred proposed generic requirements for CRGR review during the coming year.
Based on discussions with licensees, it has become clear that industry input is needed in order for the program offices to evaluate the costs and benefits of a proposed new requirement.
Licensees have told the staff that their next few refueling outages are very tightly scheduled to accomodate plant modifications arising from the TMI Action Plan and other existing requirements.
Thus, if a new requirement is proposed, its impact on current plant schedules will have to be carefully considered by the CRGR. If the proposed requirements were approved, the imple-mentation schedule would be worked out between the Licensing Project Managers and the licensees.
A further description of the CRGR review process is shown in Enclosure 3.

Controlling Communications of Requirements to Licensees As requested by the commission, a survey has i
been made of the fomal and informal mechanisms used in flRC to communicate requirements to ifcensees. This survey (Enclosure 4) revealed a large number of informal mechanisms which the staff uses to place new requirements on licensees, often with little or no review at the Division i

The Comissioners Director or Office Director _ level.
In order to implement the Comission's directive to control the comunication of generic requirements to licensees, the procedures in Enclosure 5 have been developed.
After Comission approval of the procedures, they will be sent to the Program Office Directors for implementation.
In addition, the DEDROGR will meet with the senior staff from the offices and with the Licensing Project ?!anagers to explain the procedures and to ensure that the LPMs understand the key role they must play in order to control new generic requirements.
Recommendations:
That the Comission:
