Safety Injection Actuation Signal - Preliminary Design for Redundant Relays
Dear Sir:
Reference (b) requested Maine Yankee to submit a description of the design change to provide redundant logic relays for the SIAS. Enclosed is a copy of the preliminary design change package.
This package is now proccecing through in-house review.
We trust this information is satisfactory. Should you have any further questions, please feel free to contact us.
Sincerely, MAINE YANKEE ATOMIC POWER COMPANY r.

I.
DESCRIPTION This project will involve installation of two relays in the Safety injection Actuation signal circuitry. One of the relays will be installed in parallel with the HCPX relay and the other in parallel with the LPPX relay. This will enable the circuitry to complete its single failure proof links on a component level. The HCPX and LPPX relays are normally de-energized allowing installation on line. The new relays HCPY and LPPY will be installed in the same method as HCPX and LPPX.
II. ADVANTAGES The advantage of this project is meeting IEEE 279-1968 with respect to single failure criteria of Maine Yankee's Engineered Safeguard Functions. This commitment will ensure the needed coeration of the SIAS system for validating the Final Safety Analysis Report.
III. DESIGN INPUT IEEE 279-1968 IV.
SAFETY EVALUATIONS This project is safety class IE.
It involves the Engineered Safeguard SIAS system. The original design lacks single failure proof circuitry throuch the HCPX and LPPX relays. This design change will correct the problem thus enhancing the safety of the plant. For this PDCR the following holds true; 1.
The probability of occurrence or the consecuences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis will not be increased by this change.
2.
The possibility for an accident or malfunction of a different type than any evaluated previously in the safety analysis report will not be created by this change.
3.
The margin of safety as defined in the basis for any tech. spec. has not been reduced.
4.
Based on the above this change does not represent an unreviewed safety question as defined in 10CFR50.59.
VII. OC/0A REQUIREMENTS Equipment used in the PDCR will be Class IE qualified with respect to environmental level III and seismic category I.
Eouipment specified is better than or equal to original plant equipment for safeguard system.
Design change will be tested by testing operation of relay and continuity checks of wiring. Next outage the normal SIAS Train Actuation test will be completed. Acceptance criteria will be correct operation of circuitry.
