Dear t-Ir. Nardi:
4 The Connission has issued Anendnent No. 6 to Facility Operating License flo. R-114 for the Westinghouse Nuclear Training Reactor. This anendment consists of a change to the Facility Operating License in response to your application dated Novenber 23, 1981.
This change reduces the possession limits below the formula quantity as defined in 10 CFR 73.2(hb). Because this change reduces the authorized possession limits for $'P1 and is, therefore, a conservative change, we have concluded that:
(1) the amendnent does not involve a significant increase in the probability or consequence of accidents previously considered, does not involve a significant decrease in a safety margin, and, therefore, does not involve a significant hazards consider-ation; (2) there is reasonable assurance that the health and safety of the public will not be endanoered by this action; and (3) such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be ininical to the common defense and security or to the health and safety of the public.
We have detemined that this amendment will not result in any significant environmental impact and that it does not constitute a rajor Commission action significantly effecting the quality of the human environment.

-t-We have also detemined that this action is not one of those covered by 10 CFR 51.5(a) or (b). Having made these deteminations, we have further concluded that, pursuant to 10 CFR Sl.5(d)(4), an environmental 'irnpact statement and negative declaration need not be prepared in connection with issuance of this amendment.
