Please find enclosed, pursuant to the Commission's Order of January 11, 1982, Licensee's replies to the comments of the other parties on whether the Licensing Board's Decem-ber 14, 1981 Partial Initial Decision should be made immediately effective.
Licensee's replies are in the form of three documents:
one which responds to the comments of the Union of Concerned Scientists (limited to plant design and procedures); one which responds to the NRC Staff's comments on plant design and procedures issues; and one which replies to the comments of all parties to the Licensing Board's decision on emergency planning issues.
