APPENDIX A NOTICE OF VIOLATION Sacramento Municipal Utility District Docket No. 50-312 As a result of the inspection conducted between December 1-31,1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Section VI of Appendix B to 10 CFR 50 states, in part:
" Measure shall be established to control the issuance of documents, such as... drawings, including changes thereto, which prescribe all activities affecting quality."
Quality Assurance Procedure 7 Revision 8, Configuration Control, states, in part:
" Changes to drawings are nade in accordance with Rancho Seco Configuration Control Procedure ECP-1...."
Section 4.3 of ECP-1 states in part that it is the responsibility of the Supervising Engineer to:
" Review DCN and correct as necessary or return to Design Engineer for corrections, additional DCN's etc."
Contrary to the above, on December 16, 1981, tne inspector discovered a series of drawings which did not accurately reflect plant conditions for portions of the Reactor Protection System. On December 24, 1981, the drawings were formulated into a Drawing Change package number A-3807 which consisted of 15 drawings. This package was not accurate and was sent back to the cognizant engineer for corrections. The drawings in A-3807 vere as follows:

Pursuant to the provisions of 10 CFR 2.2201, the Sacramento Municipal Utility District is required to submit to-this office within thirty days of the date of this Notice a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken.to avoid further items of noncompliance; and (3) the date when full compliance will be achieved., Consideration may be given to extendir.9 your response time for good cause shown.
The responses directed by this Notice letter are not subject to the clearance procedures of the Office of Manacement and Budget as pequired by the Papervork Reduction Act of 1980, PL 96-511.
