This letter constitutes an interim report under 10CFR50.55(e) concerning the subject deficiency.

On December 10, 1981, report QA-1549 was submitted concerning the installation of hanger lug attachments. This report identified several hanger lug attachments that had been welded utilizing a procedure not previously qualified to a sufficient thickness range. This occurred because the limitations of the procedure were mis-interpreted.

Since the last report, the applicable welding procedure has been retested and qualified for performing welding through the required thickness range of lug attachments. This qualification assures the acceptability of all welds made to this procedure by welders properly qualified over the required thickness range of material and by welders qualified for this process. Lugs for eight (8) hangers were installed by welders not qualified to the required thickness. The specific lugs have not been identified since more than one welder worked on installing the lugs associated with a given hanger. Inspection of the welder's symbol on each weld or review of the weld card will be performed to determine which lugs, on these hangere, were welded by craftsman not qualified for the thickness welded. For these lugs, the weld will be removed down to the thickness for which the welder was qualified and the weld will then be completed by a qualified welder.

To preclude recurrence of this, or related deficiencies in weld procedure qualification, all welding process procedures are being reviewed and rewritten, utilizing a more detailed format which identifies the allowable range of essential s

This will preclude misinterpretation of the application of each welding process procedure. Currently, twelve (12) of the twenty-seven (27) existing procedures have been revised or reissued. The remaining procedures are scheduled to be revised by the end of February.

A schedule has not been established for re-welding those lugs which need to be repaired,however, the work is expected to be complete by March 31, 1982, at which time a final report will be submitted.

We trust this letter will fulfill the requirements of an interim report under 10CFR50.55(c).
