I believe there are meny reasons wny restart of IMI-l should not be permitted at this time:

A method of paying ior the cl,edn-up of THi-2 nas not even been agreed to and the clean-up itself has hardly begun.

The clean-up is an entirely new process, and who Knows what proolems may arise. I believe the clean-up of TM1-2 should be substantially complete before another reactor -- TM1-1 -- is dllowed to operate on the sate site.

The investigation of cneating on qualification tests by reactor operators at TML has not ueen completed. Certainly this should be entirely cleared up betore any reactor is allowed to operate dt TM1.

'lhe courts nave not had d chance to rule on the issue of the psychological stress whicn a restart would cause for residents in the immediate vicin,ity of 'I M I. They have a right to be heard before Met-Ed and the NHC pre-empt their case.

An adequate evacuation plan for the ENTIRE hazaro drea around TM1 has yet to be prepared and accepted. 1his must include at least a 25-mile radius.

I also reject the ASLB contention that Met-Ed and GPU Nuclear are qualitied to operate a nuclear reactor. They told us tne accident couldn't nappen, tnen covered it up wnile it was nappening. And now we're.supposeo to believe them When tney sdy it Won't udppen dQain?

I urge tne Nuclear Regulatory Commission to reject the ASLO recommendation. Please order that IF1-1 remain closed until ALL of the above proolems dre resolved.
