The program offices are scheduled to submit their regionalization plans to this office during the week of February 1,1982. My staff will review these plans, draft an integrated regionalization plan and send it to you during the week of February 22, 1982 for review and cocinent. This plan will fona the basis for the E00's program assumptions to be sent to you in liarch as a basis for developing your FY1984 and subsequent years' budgets. Before we develop the final program assumptions, however, I believe it is necessary that we meet on March 5 and 6,1982 at Headquarters to discuss the draft integrated regionalization plan.
In addition to discussing the plans for transferring responsibilities to the regional offices, we will discuss adainistrative questions that need to be answered in the course of transferring functions to regions. In order to address administrative considerations in the draft plan, please review the enclosure and add any other adaini-strative questions that you feel should be discussed at the meeting.
I would appreciate receiving your inputs by February 12, 1982.
