Gentlemen:
This refers to the Safety Analysis Report for Packaging (SARP), submitted on April 4,1975 requesting our review of the Model Nos. Steel Ingot Skid and Box No.~37 packages.
We have reviewed the approach and methods used to demonstrate that the J
proposed packaging and contents meet the requirements of 10 CFR Part 71.
J In connection with our review, we have' identified some basic issues that
.need to be resolved.
We agree with the approach of assuring subcriticality of the shipment by limiting the fissile material to a safe mass based on optimum moderation of the contents following the accident damage tests. However, it should be shown that the criticality analysis reported in Appendix B of Report No. RMI-L-67i August 1974, is applicable and justifies the safe mass limit of 18,100 kg of uranium enriched to 1.25 w/o U-235 for a minimin dimension of two inches (i.e., 2-inch diameter rods).
The physical form of the contents should be addressed following the accident damage tests.- It has not been shown that oxides or any interim mix of oxides and metal is less reactive than the uranium metal or that formation of oxides would be precluded. Also, provide verification that uranium pieces subject to the thermal test of 1475'F for 30 minutes will not completely oxidize.
