Dear Mr. Saltzman:

Amendment No. 20 to License SNM-960 reduced the plutonium possession limit for that license to 500 grams and removed fuel fabrication as an authorized activity. Accordingly, the Vallecitos Nuclear Center (VNC) no longer quali-fies as a " plutonium processing and fuel fabrication plant" as defined in 10CFR 140.3(h), and the indemnity protection specified by 10CFR 140.13 a is no longer required.

VNC requests that Indemnity Agreement No. G-4 be terminated effective the date of Amendment 20, June 19,1981.

Following termination of the Indemnity Agreement, VNC will apply to the Office of the Comptroller for an appropriate refund.
