John Arnold Consultant I have reviewed the sections of the Safety Evaluation Reports (Sup?lement No.1) related to the operations of the Comanche Peak Steam Electric Station and the Callaway Plant, Unit No.1.
I also attended the Comanche Peak Subcomittee meeting held in Washington, D.C. on November 11, 1981 and the Callaway Subcomittee meeting held in Columbia, Missouri, on November 4 & 5, 1981.
Each of the Applicants is currently planning to conduct start-up and early commercial operations of his plant with a staff of individuals who have had limited experience in the operation of commercial power plants licensed by the NRC.
I am concerned that a need may develop during the start-up and early com-mercial operation at one or both of these plants, for operations supervisors who have had extended (a year or more) supervisory experience in the opera-tion of licensed comercial plants. Such a concern has been addressed in the SERs, and conclusions have been drawn in favor of use of operators having limited experience. These conclusions are, in my judcynent, not sufficently convincing to support such an important decision. My judgment is based upon my personal experience in the management of operations of large chemical and petro-chemical plants, and upon my exposure to NRC LERs and general statistics on the on-stream efficiencies of operating comercial nuclear plants.
It is my recomendation that each of the Applicants retain the option to extend beyond the start-up period, the use of individuals experienced in the supervision of operations at other licensed plants, until there is more evidence that they will not be needed. Also I recommend that operating assignments during the start-up period be planned to provide individuals selected for commercial plant operation with the maximum hands-on experience consistent with the discharge of the start-up group's own responsibilities.
