Clinton Power Station Unit 1 Docket No. 50-461 In response to the recent verbal NRC request by Mr. B. Jagannath, HGEB this lecter transmits the rationale and references that were used to estimate the shear measure-ments made at five sites. In all cases, both the compressional and shear wave velocities were measured in the field. The above data have been docketed, except Attica, as part of the Applicants' SAR submittals. Figures presenting the velocity measurements and relevant boring logs are enclosed for Fermi III, Sterling, Bailly, and LaSalle stations. Poisson's ratios for glacial soils range from 0.45 to 0.48 based on the values calculated from the measured velocities presented in Table 1. As a result, it was estimated that Poisson's ratios for the Illinoian glacial till and Wisconsinan glacial till are 0.46 and 0.48, respectively. These values, along with the measured compressional velocity, were utilized to calculate the estimated shear wave velocity at Clinton. It is our opinion that the estimated velocities presented on the revised FSAR Figures 2.5-369 through 2.5-371 are realistic. We are planning to discuss on February 2, 1982 with Mr. B.
