b Dear Mr. Palladino; After being burned once, why should we expose ourselves to another risk ? I am very much against the operating of TMI-1. I live in a cabin that 1 used to come to as a child from New York City, and I own 90 acres of beautiful mountainside, which also includes ny watershed. It is an earthly paradise, but with thoughts of the restart of TMI-1, this security, this inner peace will be greatly threatened and I will not feel comfortable here. Then I think of all the people who live in sicht of TMI - how much they have suffered.

I believe there are meny reasons wny restart of IM1-1 should not be permitted et this time:
A method of paying for the clean-up of THi-2 has not even been agreed to end the clean-up itself has ndrdly begun.
The clean-up is an entirely new process, and who Knoes what proolems may arise. 1 believe the cledn-up of TMI-2 s.nould be
-- is substantidlly complete betore another reactor -- TML-1 dllowed to operate on the same site.
The investigation of cneating on qualification tests by reactor operators at TML has not ueen completed. Certainly this snould be entirely cleared up before any reactor is dilowed to operate et T81.
The courts nave not had,d chance to rule on the issue of the psychological stress whicn a restart would cause for residents in the immediate Vicinity of 1Hl. They have a right to be heard before Met-Ed and the NHC pre-empt their case.
. An adequate evdcuation plan for the ENTIRE hazdro drea dround TM1 nas yet to oe prepared and accepted. 1his must include at least a 25-alle rddlus.
I also reject tne ASLB contention that Met-Ed and GPU Nuclear are qua11 tied to operate a nuclear reactor. They told us tne accident couldn't n appen, tnen covered it up wn11e it was nappening. And now^ we're.supposeo to believe them when they sdy it WOR't hdppen dQain?
I urge tne Nuclear Hegulatory Commission to reject the ASLB recommendation. Please order tnat 1H1-1 remain closec until ALL Q3 of the doove proolems are resolved.
