10 CFR 50.55(e) 30 Day Report #81-RCIC Underground Piping. Final Report NRC Docket Nos. 50-373 and 50-374

Dear Mr. Keppler:

Un December 28, 1981, Commonwealth Edison Comptm notified Mr. Roger Walker of your office of a deficiency with the stainless-steel Reactor Cooling Isolation Cooling (RCIC) underground suction

and return piping.

That notification was made in accordance with 10 CFR 50.55(e).

This letter fulfills the 30-day reporting requirement of that regulation.

Preservice inspection and a hydrostatic test indicated that a leak was present at the cycled condensate (CY) tank and in the underground portion of the line east of the o ff gas building for the Unit II suction line.

Apparently a schedule mismatch between the fittings and pipe and resulting welding difficulties caused sensiti-zation of the weld heat affected zones.

Although the Unit I lines have successfully passed the required tests, concerns over possible weld cracking of pipe under-ground with resulting leakage causing gr,ound contamination, has led t

to the decision to abandon the lines in Unit I and II.

Replacement pipe and fittings will be of the same schedule (schedule 40),

eliminating the welding problem.

The Unit I lines will be utilized until after the replacement is completed af ter Unit I fuel load.

Baseline ' inspection of the remaining RCIC system and other stainless steel lines have shown that similar problems do not exist in other areas of the piping systems.
