D In the Matter of Metropolitan Edison Company (Three Mile Island Nuclear Station, Unit No. 1)
Docket No. 50-289 SP (Restart) (Reopened Proceeding)
Dear Judge Milhollin:
I enclose for your information and the information of the participants in the reopened hearing a copy of a news release of this date by Licensee.
As the release indicates, repairs to steam generator tubes at *MI-1 probably will result in at least a six-month _ delay in the readiness of the reactor for restart.
Sincerely, M. 4 % p.

f6-82N STEAM GENERATOR REPAIRS FOR TMI UNIT 1
. l
E Middletown, PA -- Officials of GPU Nuc1 car Corporation said today that repairs g
to steam generator tubes at Three Mile Island Nuclear Station's Unit 1 reactor prob-r
,.e l[;' '
ably will result in at least a six month delay in the readiness of the reactor for
- j. '."
restart.
'F Recent tasting of steam generator tubes indicates the repairs will be sub-L.
p:q stantially more extensive than initially anticipated, Company officials explained.
- 1. ' -
i P The Company had expected the unit to be ready for restart by the end of February, subject to permission from the U.S. Nuclear Regulatory Connission.
p:
h,<
Additional tas' ting and evaluation will be required before the full extent of g
G' 4 the steam generator problem is kncwn.
Company officials met' with members of the f
(
NRC staff today to brief them on the information developed to date.
Z d.q Company officials said it was uncertain whether the timing for restart of
[
Unit 1 would be controlled by the steam generator problem or by a recent order of
}
the U.S. Court of Appeals, if allowed to stand. The Court has directed the NRC to n' :.?.
. ')
make an environmental assessment of psychological stress that might result from u
gg.
return of Unit 1 to operation.
- ..n The Unit I reactor was shut down for refueling at the time of the March 28,
,.]
1979 accident that damaged TMI Unit 2.
THI Unit i remained closed for modiffcations e n-f and for restart hearings before the NRC's Atomic Safety Licensing Board.
1::
b3 Inspections and tests during the 21-years after the accident did not reveal any abnormal conditions, Company officials said.
Indeed, the hot functional tests L'

conducted in late sununer showed no evidence of the problem.
It was not until a repressurization of the system in November that small leaks were discovered in the tubes in both Unit 1 steam generators.
,J The tubes normally carry hot, pressurized radioactive water from the reactor.
This water causes non-radioactive water outside the tubes to turn to steam. This I'
steam turns the turbine, which in turn spins the generator to make electricity.
tb' The tube leaks have resulted in minor additions to the routine levels of b
E--;
radioactive releases from the plant. All releases have been well within federal
- k environmental technical specifications.
I The two steam generators are about 70 feet high, and each contains approxi-mately 15,500 tubes, which are 52 feet long and five-eights of an inch in diameter.
c The tubes are made of inconel, an alloy of iron, chromium and nickel. Their walls are three hundredths of an inch thick.
l In a pressurized water reactor, such as Unit 1, the steam generators are
,[
where the plant's radioactive " primary system" and its non-radioactive " secondary l
)y system" pass each other to exchange hont. The steam generators adjoin the reactor C-E in the Unit 1 containment building. Norrally, there is no radioactivity in the
" secondary system."
The Atomic Safety and Licensing Cc:rd has concluded extensive hearings into S.
the restart of TMI-1, and has advised tha NRC that the management of GPU Nuclear 5,
~
Corporation, technical modifications to the plant, and plans for emergency prepared-E ness are sufficient to assure that Unit 1 can be restarted without endangering the h
t
'j~
health and safety of the public.

A special inquiry into cheating ca NRC operator examinations has also been L.

concluded, and a final report from tha s;::cial hearing master is expected shortly.
