Dear Sir:

This response addresses the violation identified in the Reference letter:

Violation Technical Specification 6.5. A.2 states the Operations Review Committee

.. 0RC shall be composed of..." a chairman and five members including the..." Chief Maintenance Engineer".

Pilgrim Nuclear Power Station Procedure No. 4.3, " Fuel Handling", Revision 17, paragraph VII, states " Prior to commencement of fuel' handling operations, a meeting of the Operations Review Committee shall be convened to review existing plant conditions to insure that all requirements for fuel handling are met. The quorum for this meeting shall consist of the Chairman and all members".

Contrary to the above, Special ORC Meeting 81-81 was held on October 3, 1981 prior to fuel movement on October 6,- 1981 at Pilgrim Nuclear Power Station, without the presence of the Chief Maintenance Engineer or his alternate.

Response

To preclude a recurrence of this item, the check-off sheet, Attachment 4.3.F-1 (OPER 10), has been revised to amplify the full quorum requirement which is referenced in the text of the procedure.

Full compliance has been achieved.
