T (1) ... it is appropriate to proceed wit e tain discrete issues on alternate sites (except seismic) at this early stage of the consideration of a construction permit.", and (2) "... we will call for the position of the parties on the issue of the requirement for the application to state the earliest and latest dates for completion of construction."

It is unclear to Applicants how and in what manner, if dt all, seismic issues will be treated in the evidentiary hear-ing on alternate sites now scheduled to commence on March 30, 1982. The Board did not provide in its Order of October 23, 1981 any basis for its decision to eliminate seismic issues g3 I

from the.altarnate site' hearing or explain which, if any,

' seismic issues.are to be excluded assuming this was the intent of tne Board's Order.

Consideration of geology'and seismology is an integral part of the NRC staff's alternative site review . None of the parties to this proceeding have made any supportable show-ing why geology and seismology issues should not be considered in tne alternate site hearing. To properly prepare for the hearing, Applicants need to know what issues they should be prepared to meet. In view of this, Applicants-therefore respectfully request the uoetd clarify its October 23, 1981 Order, it being the Applicants' desire to proceed with all dis-crete issues on alternate sites, including seismic.

III.

Responding to the Board's request for a statement of position by Applicants on earliest and latest completion dates,-

Applicants would note the Application for. License l'on file in this proceeding does set forth earliest and latest-dates for completion of construction, as required by 10 CFR 50.33(h) . As noted in Applicants' letter to the Board'of February 15, 1980, these dates are no longer attainable. Considering the present uncertainties relating to regional needs and current impedi-ments' to construction, Applicants' best estimate of dates for completion of the construction are as follows:
