Dear Sir:

The Protection of Unclassified Safeguards Information Rule will be effec-tive January 20, 1982 and PCE is currently in the process of implementing this rule. Although we are substantially in compliance with the rule's intentions, several months will be necessary to fully evaluate the rule and determine its appropriate application within various divisions of the Company.

We have examined the rule closely and detailed implementing procedures have been developed. We are also aware that the firm, Shaw, Pittman, Potts & Trowbridge, in behalf of PGE and 22 other utilities, has filed a Petition of Reconsideration and Request for Immediate Suspension of the rule, and that a decision on this matter will have an extensive impact upon the scope of the requirements contained within the rule. Further, we are aware that there is considerable disagreement over what constitutes a " controlled access area," and what practices are to be followed in implementing telecommunications restrictions. Until these matters are resolved, we will not be in a position to define Company practices for l

When final requirements are known, several months will be required to j

acquire CSA certified security filing cabinets and/or GSA approved

For this reason, we hereby request a 6-month extension, until July 20, 1982, to allow sufficient time for the resolution of these issues and implementation of necessary requirements throughout the Company. We shall proceed with this schedule unless notified otherwise by the NRC.
