Introduction i

This report su==arizes infor ation about seven areas available  !

I for industrial development in the vicinity of Oak Ridge, Tennessee. These  !

i areas centain approxi=ately 2,400 acres and range in size fro 86 to t

1,360 acres. All have rail facilities nearby and three are along the [

Clinch River navigation channel which provides access to the inland water-way system.

Included in this report are a location =ap, area =aps, and l data sheets which give brief descriptions of each area including topo- i graphic features, transportation facilities, utility data, and flood infor=ation where needed. The purpose of the nu= bering syste= is to assist in the identification of specific areas from the lccation map and does not designate priorities for develep=ent.

Oak Ridge is a progressive city of 28,0ro people located in the eastern portien of the scenic Tennessee River Valley. The Great S=cky  :

Mcuntains Naticnal Park, the most visited of all our national parks, is within a ninety minute drive. Twenty-five =iles to the east is Knoxville, Tennessee's third largest city. Atlanta, Chattanooga, Nashville, Louisville, Lexingten, and Asheville surround Oak Ridge and are cennected by Interstate highways and two =ajor rail syste=s.

Oak Ridge is ten miles north of Interstate 40 and 75, which connects Knoxville with Nashville and Atlanta, and 13 =iles east of Interstate 75 between Kncxville and 14xington. Access highways to connect Oak Rid6e with the two Interstate highways are in the planning stage or h

i O under construction. The McGhee-Tyson Airport near Knoxville, a 45-minute '

drive, is served commercially by American, Delta, Pied =cnt, Southern, and United Air Lines. '

The planning of Oak Ridge was completed and construction begun in 1942. It has been known as the Atomic City because it was here that i

the atomic bemb was born. In recent years the combination of govern =ent-l 7

private industry has fostered extensive research into peaceful uses of i the atom as evidenced by the growing number of new high technology ',

i industries establsihed in Oak Ridge. The presence of the University of Tennessee, Oak Ridge National Laboratory, Oak Ridge Associated Univer- -

sities, and the Tennessee Valley Authority make it an attractive location l' f or research facilities and technology-based industries as well as con-j ventional =anufacturing industries. New names such as Che=Seps, ORTEC, Tennelee, The Nucleus, U. S. Nuclear Corporation, and Tenneccep have .

t appeared en Oak Ridge's roster of new industries. Several of these new i

firms have taken advantage of a program to provide " incubator space" to fledgling firms to mini =ize start-up cost. Under this program a building

is made available to qualifying industries for a period of up to five ~

years en a graduated rental basis.

In addition to the industrial areas and incubater space, there j

is a large area with rail connections and good read access which contains i

several warehouses plus additional open space. Warehouse space could be made available for manufacturing and the open space is available as small i

t sites for light industry. There are also several small privately-owned j areas ened for industry. i I

EE DEFINITIONS OF FLOODS r

In planning developments in the flood plain of a stream, WA considers

, k four floods to have special significance. These floods are termed (1) Maxi =um Knoen Flood, (2) TVA Structure Profile, (3) Regional Flood, and (4) Maximum Probable Flood. For areas where regulating structures {

such as dams have modified the floods, the wording " regulated" is added to the name, such as Reculated Regional Flood.

The Maxi =un Kncun Flood is the largest flood known to have occurred on the stream. This is the lowest elevation TVA nor= ally uses for planning water-use structures that =ust be located in the flood plain or in the f; stream to serve their functions.

The TVA Stmeture Profile is equivalent on the Tennessee River to the p'

Maximum Known Flood below the upstream reservoirs plus a moderate amount for a safety factor and plus an appropriate discharge from those reservoirs. ,:

It is used in TVA's land disposal program as the minimum acceptable level for most buildings. Deed provisions prohibit the construction of habitable s@

buildings and other important stmetures below this profile on land that .

TVA sells. Water-use facilities such as wharves and piers are necessarily built at icwer elevations, subject to prior approval by TVA and in some instances by the Corps of Engineers. (

The Regional Flood en tributary streams is ec= parable to the largest floods known to have occurred on strea=s of similar physical character-istics in the same general geographical region as that of the stream j being studied. Ordinarily, the region considered is within a radius of [

1ess than 100 miles. Extraordinarily large and rare floods are not included p, in this deter =ination. '

, The Maximum Probable Flood is comparable to the largest floods known to l have occurred in the eastern part of the United States. It is used in ,

i planning ficod protection works, the failure of which might be disastrous, ..

l and in establishing critical elevations of major water control structures. ,

, Other major WA structures (such as steam-electric generating plants),

j even though they are located on the riverbank, are designed and built to

( withstand the effects of floods of this magnitude. Such floods occur infrequently but may occur in any year. TVA retains a flowage easement on land it sells below the level of such a flood.  :

TVA cannot stipulate the elevations to which structures should be built except on land it owns or for which it has a flowage easement or on land which it sells with a building restriction in the deed. TVA urges, however, j j that industries and others consider placing structures as high as conditions i I pert.it and not lower than the TVA Structure Profile or the Recional Flood.
