In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 In a meeting with your staff held on October 1, 1981, and by my letter to you dated October 20, 1981, we formally notified the NRC staff of our plans for performing in-house reload core design and analyses.

Consistent with that effort we are submitting for your review TVA Topical Report "BWR Transient Analysis Model Utilizing the RETRAN Program," TVA-TR81-01, dated December 31, 1981. This topical report contains the description and verification of a BWR transient analysis model based on the RETRAN program. The second part of this report, to be submitted about July 31, 1982, will contain the description of sensitivity studies  !

and determination of statistical adjustment factors on calculated delta -

CPR/ICPR. A supporting internal report, " Method for Development of One-Dimensional Core Kinetics Data for RETRAN-02," is also enclosed.

We request that you review the enclosed topical report for acceptability for reference in reload license submittals. We plan to first perform in-house reload core design and alysis based on the model described in this report for Browns Ferry Nuclear Plant unit 3 reload 5 to support cycle 6 operation, scheduled to begin November 1983 Approval of the topical by November 1, 1982 is needed in order to begin the reload design and analysis and submit the requested license amendment on schedule.

Four copies of the topical report and supporting internal report are enclosed. This number of copies was discussed with R. J. Clark of your staff.
