Dear Mr. Collins:

Reference 1 described certain commitments regarding Emergency Prepared-ness made by the District following a meeting with you and your staff on September 4, 1981. One of those commitments was to implement and conduct training on a revised, updated CMS Emergency Plan and Implementing Procedures.

This commitment was to be completed by January 15, 1982.

In addition, as clarified by Feference 2, the District was to forward a copy of the revised Plan and Implementing Procedures.

This letter is to inforn you of the implementation cf the revised Plan and Implementing Procedures and that training is being conducted.

Also, copies of the revised CNS Emergency Plan and Emergency Plan Implementing Procedures are enclosed. These procedures are replacing, in their entirety, the old pcocedures found in Section 5.7 of the Cooper Nuclear Station Operations Manual.

As with all procedures, these are subject to change. These particular procedures may undergo numerous changes over the next few weeks as station personnel utilize them in training, drills and walk-throughs.

The District will promptly provide you with any changes to minimize any problems that might otherwise be encountered with the upcoming exercise.

> Pursuant to discussions with Mr. D. Rohrer (NRC Appraisal Team Leader for CNS) and K. Walden '(NPPD), Chapter 7.0 of the Emergency Plan has been written to indicate that all emergency response facilities are

-actually in place.

The language used is intended.to be accurate and correct only upon receipt of all equipment planned or already on order.

This will avoid'an excessive number of changes to the Plan as equipment is delivered. The District expects the majority of the facilities to be in place by March, 1982.

In the interim, the District believes the type of training described above will keep all members of the CNS Emergency Organization fully appraised of existing facilities and equipment.
