SIMI!LATOR EXAMINATIONS TMI Task Action plan Item I. A.3.1 required OLB to administer simulator examina-tions to all operator applicants fron plants having sirolators effective June 1, 1980, and to all applicants effective October 1,1981. I!e are administering sfrulator examinations per I. A.3.1.

Additional Commission directions require us to administer sirulator requalification examinations to all licencees once a year.

Based on our experience during the first cuarter of FY '81, we have determined that examinations at non-plant specific rinulators are not providing us with sufficient infornation regarding an individual's completence to vary our evalua-tion based on the balance of the examination process.

Indeed there are two applicant's where the examiner believes that the individuals are competent, but based on their non-plant specific sirrulator performance, he is required to reconnend denial of the application.

The reason for our inability to evaluate individuals at non-plant specific siru-lator is the vast differences in the arrangement of instrurents and controls in the applicant's plant and the sinulator.

Contrary to the above, OLB evaluations of individuals is enhanced u:,ing plant specific sirillators, l!c find them to be an excellent tool for our purposes of assuring that individuals can safely and conpetently operate their plant.

Based on OLB experience with applicants at non-plant specific simulators, I believe that it would be totally inappropriate for NRC to attempt to evaluate licensed operators at non-plant specific simulators. However, properly conducted examinations at plant specific sinulators should be the primary method for evaluating continued competence of licensed personnel in the requalification programs.

2 In the interim, I recommend that OLB stop giving non-plant specific simlator examinations, t'ecause these examinations are not accomplishing the anticipated resul ts. The savings in OLB PSY can be put to mch better use.
