On January 21, 1982, the ' Union of ConccJned Scied ist61 (UCS) requested that the Commission and Appeal Board exi.end the time for filing comments on immediate effectiveness and exceptions to the PID, until February 15, and March 1, 1982, respectively.
These motions were compelled by the unusual number of pleadings required at this stage of the proceeding, and the resulting prejudice to UCS 's ability to pars:icipate in a meaningful way.
We fully understand the Commission and Board 's interest in a prompt resolution of this case, and their concern that this proceeding not be strung out by repeated extension requests.
However, the Commission and Appeal Board should also be concerned that this proceeding allow all parties to

s present schedule places an extremely heavy demand on UCS 's small team of scientists and attorneys.
In addition, it is beyond dispute that the requested extensions will have absolutely no effect on the eventual restart date of TMI-1.
In addition to the time required to perform the impact assessment on psychological distress, the January 26, 1982 Washing ton Post reports that:
" officials said that leaking steam generator tubes probably will delay the restart of TMI 's Unit 1 reactor for at least six mon ths.
TMI officials had expected the undamaged unit to be ready for restart by the end of F ebr uar y, subject to NRC permission.

If there is any case in which the NRC should make every effort to ensure a fair and full consideration of the issues, it is this case.
Clearly, no prejudice would result to any par ty by gran ting UCS 's requests for extension.
Acco rding ly,
UCS renews its motion to the Commission to defer the filing of comments on immediate effectiveness until February 15, and requests that the Appeal Board reconsider its denial of UCS 's motion to defer the filing of exceptions to the PID until March 1, 1982.
