Environmental Assessment of Psychological Health Impacts of Ibstart of Three Mile Island Unit No.1
Dear Mr. Denton:
On review of the Final Environmental Assessnent for Decontamination of the Three Mile Island Unit 2 Reactor milding Atstosphere, I noted that Mitre subnitted a cmment that was claimed to te proprietary and was withheld fran public release.
(FEIS, Vol II, page ix).
In view of Mitre's involvment in the preparation of the Environmental Assessment conwrning psychological health impacts of the restart of Three Mile Island Unit No.1, I request a copy of Mitre's omments on the Unit 2 DEIS.
It is vital to the integrity of the NRC's preparation of the Environmental Assessment that the positions and involv m ent of all NRC personnel and contractors be public knowledge so that there will be no question of improper influen The slightest hint of impropriety in the current atnosphere of distrust would do serious damage to the process and to the credibility of the result. Accordingly, it is crucial that we know of Mitre's previous involvement, including any positions it may have taken or recmmended concerning actions at Three Mile Island. That is particularly true if fiitre made any cmments on psychological issues or if it urged or approved of actions that anyone else claimed might cause psychological harm.
We recognize Mitre's desire to protect proprietary information.
However, by agreeing to accept a contract with the NRC to becrane involved in the development of the EA, Mitre must be considered to have waived proprietary claims with respect to its cmments on issues involving Three Mile Island. At the same time, we have no desire to harm Mitre in any way, and we would be willing to consider a w uuise in which we are able to review its ocnnents while protecting its secrets.
