Dear Mr. Denton:

In reference (b), Commonwealth Edison informed you o f our participation in the Westinghouse Owners Group program to address potential reactor vessel integrity concerns as identified in NRC Generic Letter 81-19.

The results of that program, as summarized in WCAP-10019, were transmitted to you in letter OG-66 dated December 30, 1981, from O. D.

Kingsley, Jr., to H. R.

Denton.

This report demonstrates on a conservative, generic basis that the Zion reactor vessels have a minimum of ten additional years of operation before acceptance criteria would be violated for any of the thermal shock transients considered.

As the report points out, plant specific evaluations are required to determine if remedial actions will be necessary at some point in vessel life to deconstrste continued acceptable vessel integrity.

Commonwealth Ecison has undertaken a program of plant specific analyses for Zion to examine this subject in oetail.

This program is expected to be completer. tj the end o f 1982.

Based on the results o f this program, common.aalth Edison will provide the NRC with additional detail.

Please address questions concetoing this matter to this Ve ry truly yours, N.,d -
