Dear Sir:
In Reference (a), the Commission requested Boston Edison to follow the guidance of Paragraph 8.2(?.) or 8.2(3) of NUREG 0619. The proper Peragraph to follow would 5
be determined by BECo's decision on wh' ether to operate with or without flow through
- ithe re-routed Control Rod Drive Return Line (CRDRL).
At thg time of our initial response (Reference (b)), we stated that we were operating without f, low thmugh the re-routid ~line, that an evaluation was being conducted to determine +hich operaticnal mode we would select, and that at the completion of this evaluation 'we would.ubmit our chosen operational mode and its entailed commitments.
The evaluation 'has been completed. Analysis and testing has demonstrated that
. sufficient flow exi'sts through the Control Rod Drive Seals to completely obviate
- the need for the re-routed CRDRL; therefori, it is Boston Edison's intention to remove the line and cap its existing attachment points.
The remova1 and' capping of this line shall be implemented prior to the conclusion of the 1981 refueling outage. This raodification does not constitute an unreviewed safety questionLas defined in 10 CFR Part 50.59(c), does not compromise the health and safety of the public, nor does it reduce the margin of safety at PNPS in any way.
