g NOTICE OF VIOLATION General Public Utilities Nuclear Corporation Docket No. 50-320 Three Mile Island Unit 2 License No. DPR-73 As a result of the inspection conducted on December 17-22,1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),
the following violation was identified.
10 CFR 20.201(b) requires each licensee to make or cause to be made such surveys as may be necessary to comply with the regulatory requirements specified in 10 CFR Part 20.
Contrary to this requirement, on September 3,1981, surveys adequate to assure compliance with 10 CFR 20.101(a) were not performed.
Specifically, an individual entered the reactor building (High Radiation Area) and removed a contaminated sludge sample tool from the area without performing a radiation survey, or otherwise assessing the potential radiation exposure that personnel could receive from handling that piece of equipment. Subsequent survey of the equipment indicated 10 mR/hr gamma, and 160 mrad /hr beta at contact.
This is a Severity Level IV violation (Supplement IV).
Pursuant to the provisions of'.10 CFR 2.201, General Public Utilities Nuclear Corporation is hereby required to submit to this office within 20 days of the date of this Notice, a written statement or explanation in reply, including (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
Where good cause is shown, consideration will be given to extending your response time.
