SUMMARY

OF DECEMBER 16, 1981 MEETING WITH PUBLIC SERVICE ELECTRIC AND GAS COMPANY AND BECHTEL POWER CORPORATION CONCERNING THE SELECTION OF ASME III SUBSECTION NF CODE BOUNDARIES FOR SAFETY RELATED PIPE SUPPORT AND RESTRAINT SYSTEMS

Background

Subsequent to an inspection at the Hope Crni Generating Station (details presented in Inspection Report 80-14) the resident inspector, W. H. Bateman, expressed his belief through the Region I office that the permittee's selection of the NF jurisdictional boundary to not include supplementary steel required NRC review and approval. This concern was transmitted to the permittee who requested a meeting on the matter.

Meeting Summary Bechtel opened the meeting with a brief presentation by Keith Burrows on the above concern and how it related to the construction of the Hope Creek Station.

He also indicated that a handout document had been prepared which would be discussed later in the meeting and left with the staff for more thorough review. Roger Reedy, a consultant to the permittee, then discussed the definitions involved in detennining the jurisdictional boundaries.

Cogni zant NRR staff members questioned him regarding these definitions and the codes applicable to the Hope Creek project. Although no resolution resulted from this interchange, Mark Hartzman, MEB, MRR, emphasized the NRC's role in protecting the public health and safety. Alfred D'Ambra, PSE&G, indicated that they would like to know if the staff thinks that they have taken a responsible approach on this matter.

Bruce Preston, PSE&G, stated that the owners have been completely involved in the formulation of the program. The handout was then discussed briefly and copies furnished for the NRC's review.

Staff Comments The NRC staff told the permittee that no conclusions relative to the matter could be furnished until further review had been carried out. The Winter 1974 Addenda of Subsection NF applies to installation of pipe supports; the l

Winter 1975 Addenda of Subsection NF applies to design and to furnishing component standard supports.

INTRODUCTION Subsection NF - Component Supports (Reference 8), contains rules for the materials, design, fabrication, examination, and testing of supports for Code Classes 1, 2, and 3 components.

Subsection NF also provides some guidelines to assist the Code user to define the jurisdictional boundary between the component supports and the building structure.

It is Public Service Electric & Gas Company's and Bechtel's interpretation of the Code that the jurisdictional boundary is as defined in the design specification (Reference 1) and excludes building structural steel.

That is, supplementary steel structures are considered part of the building structure.

(See Figure 1 attached)

DISCUSSION The 1974 Edition, Winter 1974 Addenda is the applicable issue of the ASME Code (Reference 8) for the installation of pipe and pipe supports.

Agreement on this point has been reached with the Authorized Inspector based upon the purchase order dates for pipe and pipe supports.

Under this edition of the Code, the manufacturer of pipe supports requires a Certificate of Authorization and the pipe supports need a "NPT" stamp per the requirements of Na-8231.

The Material Certification Requirements are shown on Page 3, which is an extract from Reference 3.

The supplementary steel structures for nuclear pipe supports are furnished by Bechtel Power Corporation's off-site fabrication shop in Paulsboro, N.J.

Supplementary steel for nuclear pipe supports is designed in accord-ance with ASME.Section III, Subsection NF, using NF stress values and load combinations (References 4 & 6).

Certification of material for this suppleme'ntaty steel is in accordance with NF requirements j

(Reference 7).

Quality assurance program requirements are in accord-ance with NA-3700.

Inspection of welds is 100% visual in accordance with AWS Dl.1 Code Data Reports.

Authorized inspection agency and i

"N" stamping are not required.

Welding is in accordance with the rules of ASME Section III, Subsection NP and ASME Section IX.

Com-parisons between requirements imposed on the supplementary steel by Bechtel for design, material procurement, fabrication, and instal-lation (References 3 through 7) with the requirements of ASME Section III, Subsection NF are shown in Tables 1, 2, &

3.

SUMMARY

AND CONCLUSION As shown in the tables, ASME materials are employed for supplementary steel structures for nuclear pipe supports, the design criteria that Bechtel is applying are identical to that specified in Sub-section NF, and there are no significant differences in manufactur-ing and installation criteria between Subsection NF and Hope Creek requirements.

The only difference identified in the tables is the surface examination requirements for nuclear Class 1 welds.

However, it is believed that the measures taken beyond the requirements of AISC described above, provide adequate assurance of the integrity of the supple-mentary steel portions of the building structure.
