Dear Mr. Keppler:

In response to inquiries from your staff (Mr. W._Axelson, et. al.) relative to the Commonwealth Edison policy for emergency manpower augmentation, the enclosed statement is provided.

Commonwealth Edison will develop an administrative policy to implement the criterion stated in NUREG-0654 Section II.B.5 that "the licensee must be able to augment on-shift capabilities within a snort period af ter declaration o f an emergency".

Commonwealth Edison accepts and shall pursue as a goal a 30 and 60 minute augmentation objective.

These fixed time periods have been acknowledged by the NRC Executive Director of Operations (E00-W.

Dircks) to be goals and not rigid guidelines subject to enforcement.

Our policy will be to adhere to the position taken in Reference (1) by the EDO as evidenced by the attached policy

statement.

We will keep you advised o f our progress in implementing and assessing the adequacy of this policy.

Emergency Augmentation Policy i

c NUREG 0654 Criterion II.B.5 ' states that "the licensee must be able to augment on-shif t capabilities.within a short period af ter declaration o f an emergency."

It 'further defines that short period as 30 and 60 minutes.

CECO-. considers these timeframes ' to be our goal for augmentation.

However, CECO. can no t. commit to rigid, inviolate times due to the diversity of -residential patterns' for the stations' staffs, possible adverse-weather conditions, and possible road congestion.

To facilitate meeting this commitment, CECA. will establish a 24-Hour duty-call individual who wo,uld be notified first af ter a l

station emergency. -This individualJwould initiate a pIloritized notification (call-list) procedure.

This procedure will identify individuals who are capable of f ulfilling the specific' response functions which areLlisted in GSEP Figure 4.2-3, Guidance for Augmentation of the-Onsite Emergency Organization within 60 minutes. ' GSEP-Figure 4.2-31was developed based on the functions listed in Table-B-1 o f NUREG '0654.

the EOF as promptly as possible when necessary.
