NOTIFICATION OF NONCOMPLIANCE WIT 11 EITLUENT LIMITATIONS - NPDES PERMIT No. AL0022000 - BROWNS FERRY NUCLEAR PLANT Description of the discharge--Discharge No. L y> - Sewage treattaent plant effluent.
Sc:npleu collected on December 9,1981 and reported by the laboratory on December 14 and 15, 1931, exceeded maximuta permit litaita-tions as shown below:

.Cause and period of the noncompliance--As stated in previous noncotapliance tcports, this 30,000 gpd sewage treatment system is hydraulically over-loaded due to increases in normal and outage maintenance personnel.
On December 9,1981 the instantaneous flow at the titae of sampling was approxirately 62,496 gpd.
In addition to this high flow, chlorination putaps were not injecting chlorine into the effluent due to nonfunctioning diaphrams in the chlorination pumps, which resulted in insufficient disinf ection.
The overload together with lack of chlorination caused ineffective treatment resulting in these excursions.
Steps taken to reduce. elilainate, and prevent recurrence of the noncomplying discharges--The f aulty diaphrams of the chlorination injection pumps were replaced on December 9, 1981. Consultations on modifylug the sewage treatment system are in progress, and we will operate the trentrient system as ef ficiently au possiblo until the syntaa is modified.
