Subject:

Systems Interaction Pilot Program Based on discussions among my staff and yours, and the referenced note, I believe that the CRGR should be involved in determining the future course of action of the Systems Interaction program. Picase prepare a briefing for the CRGR on the Systems Interaction Program,

to addness at least the following:

1.

The definition of and need for SI as distinct from other reli-y ability and risk assessment programs such as IREP, NREP, and the Reliability Engineering programs articulated in NUREG 0660.

--2.

A brief description of each step in a typical SI analysis, the final product, and how that product will be used.

3.

Whether a plant-specific SI analysis could be used to facus, direct and otherwise help to manage the scope of a detailed quantitative PRA on that same plant.

The need to pursue SI as a separate, program level activity-l 4.

rather than as a systematic first step in the conduct of each f

plant specific PRA that might be undertaken.

Whether a thorough SI analysis could identify enough of the plant specific residual risk to obviate the necessity (on a risk reduction versus cost basis) for further detailed PRA on that plant.

Has or will the development of SI methods utilize (d) the results I

of IREP, RSSHAP, NREP or other programs?

What formal steps are being taken to assure the timely 1

coordination of SI effort with other plant specific risk analyses so that licensees are not burdened with duplicate or redundant analytical requirements?

The CRGR would like to be able to consider written responses to these questions, and any other background material you may wish to forward, prior to the briefing.

In accordance with current CRGR operating procedures, we plan to put the briefing on the CRGR meeting agenda two weeks after receipt of your response.
