Dear Mr. O'Reilly:

In our letter dated September 24, 1980 concerning I.E.Bulletin 80-20, " Failures of Westinghouse Type W-2 Spring Return to Neutral Control Switches," Alabama Power Company committed to replace the two reactor breaker trip switches located on each unit's main control board since the failure of these switches to makeup in the neutral position would prevent reset of the reactor trip breakers. Upon further study it has been determined that these particular switches use a normally closed contact in the normal spring returned position. These contacts are connected in series and are used in the under-voltage trip circuit of the reactor trip breakers.

"he under-volta 0e trip circuit is normally energized and trips the reactor trip breakers on under-voltage or opened circuit conditions.

In addition, if the under-voltage circuit is not energized, the reactor trip breakers cannot be closed. Therefore, if these switches were to fail in the manner described in the above referenced bulletin, they would be in the safe condition. As a result of this study, Alabama Power Company intends to continue use of the existing switches in this application in both Farley Nuclear Plant Units 1 and 2.
