I appreciate your taking the time'to acknowledge the value of the cooperative earth science research program with the U.S. Nuclear Regulatory Commission (NRC) l in the vicinity of the Nemaha Ridge and adjacent areas and to support the contin-uation of that program. I am especially appreciative of your recognition of the restrictions imposed upon the research program by the current austere budget and of your constructive efforts to help maintain this significant research program.

I can assure you that it is our intention to continue the NRC support at levels commensurate with its importance to the NRC mission.

i As I am sure you are aware, the NRC is a regulatory body with a specific set of missions. In order to carry out one of these missior.s i.e., to safely license l

nuclear power plants, the NRC undertook an earth science research program about 6 or 7 years ago to develop a sound data base. This data base has been crucial ij to a number of licensing decisions.

In order to be responsive to President Reagan's mandate to reduce federal spending, it is important to assure that the funds invested in NRC earth science research yield information which is of direct significance in licensing decisions and that there is impact on the public health and safety. We believe that the proposed revisions to the present program provide that assurance. For Fiscal Year 1982, the proposed progran includes funding for the Nemaha Ridge seismograph networks.

Funding for the geologic program is currently under review.

In the long term it will be necessary to reconsider funding in light of a more austere budget, but the provision of funding for operation of these networks through Fiscal Year 1982 will provide time for an orderly transition to a broader base of funding.

Cooperative s~upport of the Nemaha Ridge program is a significant asset to W coordination and utility of the program, as well as providing a cushion against the uncertainties of the budget process. The NRC would welcome entering into more cooperative funding agreements with industry, the states, and federal agencies to support the continuation of this research program.
