Dear Mr. Chairman:

Enclosed is a copy of a September 3 letter to me from three local officials from Grundy County, Illinois.

Grundy County is wholly located in my congressional district.

These three officials are concerned about emerg'ency response plan exercises in connection with Commonwealth Edison's Dresden nuclear power station in Grundy County as well as future exercises at Comed's Braidwood station in Will County and at Comed's LaSalle station in '.aSalle County.

You may recall that we discussed the i'ssue of emergency drills, particularly the frequency aspect, when we met in my office on July 16.

Previous to that, my office had been told by Mr. E. Erie Jones, Director of the Illinois Emergency Services and Disaster Agency, that his department and local units of government in Illinois would be given a heavy burden if frequent drills were required.

In view of my interest in this matter as expressed at tur Duly 16 meeting, the concern of Mr. Jones, and now the concern of local Grundy County officials as expressed in the enclosed letter, I would be interested in pursuing this matter with you.

I woald like to raise the following questions with you.

(1) What federal statutory authority exists that requires emergency exercises at comnercial power stations?

(2) What federal regulations exist that implement any existing

)

statutory authority regarding these exercises?

(3) Are there different kinds of exercises or drills?

If so, please explain.

(4) To your knowledge is there any pending federal legislation regarding this issue?

(5) Is there any federal rulemaking, current or contemplated, regarding this issue?

If so, please describe.

In connection with the a'bove quest' ions, I am particularly interested in knowing the basis for determining the frequency of these exercises.

Dr. Nunzio Palladino Page Two September. 25, 1981 in knoking whether there are any special considerations applying to areas such as Grundy County that are located within more than one " emergency planning zone".

I would be pleased to work'with you in connection with any recommendations you make wish to make on this issue.

I hope you will consider discussing this issue with the other federal agency involved, the Federal Emergency Management Agency.

Finally, I would like to. receive copies of any correspondence relating to future exercises relating to any nuclear facilities under your jurisdiction in Illinois.

I am particularly interested in knowing in advance when and where these drills are scheduled to take place and in being informed of any post-drill correspondence or reports involving NRC, FEMA, the Illinois Emergency Services and Disaster Agency, Illinois local units of government, and the utilities involved.

Please let me know if I can be of any assista this matter.

Dear Congressman:

I am writing to you concerning the proposed emergency response plan exercise for the Commonwealth Edison Dresden Nuclear Power Station in Grundy County, as well as future exercises at.. Braid-wood-Station in Will County and LaSalle Station in LaSalle County.

I have asked the fire chiefs of Morris and Coal City to sign this letter as well, since they are affected by the exercises, also.

lThese tests, put on by the Illinois Emergency Services and Dis-i ster Agency, as well as other local, state and federal agencies, h

lare far too costly.,It costs my sheriff's department over $20,000 fortheseexercises. We have had three of these exercises thus i

fat, and more are planned.

The federal government has given us abuse with all of these-ex-t ercises to justify their existence. The Federal Emergency Manage-ment Agency has mandated the Illinois Emergency Services and Disaster Agency to train 100% of the first responders to a nuclear power station emergency.

We have more important things going on in my county than these futile exercises. We realize the importance of such a possible emergency, and are more than willing to help. However, it is quite tiresome to practice the same' things over and over again.

demonstrations, " hippie" factivals and Lt.rge civ;l disturbanc :r and have never:had any trduble handling them.

Please realize that the sheriff's personnel and volunteer firemen-in this county are highl,y trained. Put a stop to these exercises, as they are not'necessary. Being from Ottawa, I'm sure you realize that police and firemen in this area have been trained to handle emergency situations and can do our job.

Thus far, a total of $60,000 has been wasted by,our. county and our; volunteer fire departments to h6ve these play" exercises.
