Gentlemen:

Enclosed is a copy of the NRC Staff's proposed testimony filed in response to the Appeal Board's Memorandum and Order of April 7,1980 (ALAB-589), in which the Staff and VEPC0 were directed to produce 1) testimony addressing the impact of the turbine disc cracking phenomenon on testimony filed in the Spring of 1979 regarding the risk of turbine missiles at North Anna 1&2, as well as 2) a discussion of the disc crack-ing problem and steps being taken to correct the problem. This testimony consists of the following:

Sellers Regarding Turbine Disc Cracking", and 2.

"NRC Staff Testimony of Kazimieras M. Campe On The Effect Of Recent Westinghouse Turbine Cracking Experience On Estimated Historical Turbine Failure Rate."

Copies of professional qualifications of Messrs. Hazelton, Sellers and Campe are attached to their testimony.

The Hazelton/ Sellers testimony addresses the general matter of turbine disc cracking, the work that has been done to assess the cause of the cracking, and the disc inspection program which has been implemented to prevent disc cracking from causing disc failure. s risk. Mr. Campe concludes that the previous estimates regarding the historically determined turbine failure probability (p.1) are still valid.

The Staff would propose to make these gentlemen available for Appeal Board questioning regarding their proposed testimony in the event that the Appeal Board determines that a hearing is necessary on the issue of turbine disc cracking.
