This refers to the QA Program inspection conducted by Mr. Ross L. Brown of tnis office on flovember 30-December 3,1981, of your facility at Chatsworth, California, and to the discussions of our findings with Mr. J. K. Solheim and menbars of his staff at the conclusion of the inspection.
This inspection was made to confirm that, in the areas inspected, your QA program is being effectively implemented. The inspection effort is not desigra.d to assure that unique quality requirements imposed by a customer are being achieved; nor to assure that a specific product, com-ponent, or service provided by you to your customars is of acceptable quality.
As you know, the NRC requires each of its licensees to assume full responsibility for the quality of specific products, components, or services procured from others. You should, therefore, not conclude that the NRC's inspectior, exempts you from inspections by an NRC licensee or his agents, nor frota taking effective corrective action in response to their findings.
Areas exanined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to meet fiRC requirements.
In accordance with 10 CFR 2.790 of the Com:aission's regulations, a copy of this letter and the enclosed inspection report will be placed in the flRC's Public Document Room.

the date of this letter of your intention to file a request for withholding, and (b) submit within 25 days from the date of this letter a written appli-cation to this office to withhold such infonaaties.
If your receipt of this letter has been delayed such that less than 7 days are available for your review, please notify this office promptly so that a new due date may be established. Consistent with section 2.790(b)(1), any such appli-cation must be accompanied by an affidavit exccuted by the owner of the information which identifies the document or part sought to be withheld, and which contains a full statenent of the reasons on the basis which it is clained that the infonaation should be withheld from public disclosure.
This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4). The infonnation sought to be withheld shall be incorporated as f ar as pw ible into a separate part of the affidavit.
If we do not hear from you in this regard within the spe-cified periods noted above, the report will be placed in the Public Docu-ment P,com.
