Operating License No. DPR-50 Docket No. 50-289 Verification Testing for SB LOCA Methods This letter expresses our understanding of the agreements reached in the meeting of October 23, 1981 with you and members of your Staff.
In summary, the Staff agreed to particir-*e in an in depth review of the current B&W SB LOCA Methods Program it.;1uding the verification test data base.
This review is to begin as soon as practical and will include the review of results achieved with the improved models and methods now beinh developed. This review is planned for completion about June 1, 1982.
In addition, the Staff stated that a conimitment to RCS vents and water level measurement would support their continued confidence in the Babcock 6 Wilcox system.
Based on the above understanding, we are committed to the following:
We will participate in a joint effort with the staff to assure that our current SB LOCA methods and ATOG efforts are fully understood. This program will include the following:
Code parameters, models, assumptions, etc., which are important in contro11-ing dynamics of interest will be identified and available experimental dati substantiating their validity will be reviewed. This would be done using results of the improved evaluation model in order that the most accurate dynamic response characteristics are reviewed.
Additional experimental data, from separate effects or integral tests,

Our position is not one of opposition to additional testing.

As re::uested 1n the meeting, Davis Besse (Docket 50-346) in November 1981 provided a summary of Dr. Roy's presentation on the philosophy underlying ATOG. The report, " Abnormal Transient Operating Procedures for Nuclear Power Plants" by J. J. Kelly and D. 11. Williams, includes the total scope of the ATOG approach as well as the philosophy presented by Dr. Roy.
'*e have previously described our plans to install RCS high point vents in the TMI-l Restart Report Section 2.1.2.2, in response to NUREG 0737 by letter dated January 23, 1981 (TLL 680), and by letter dated September 3, 1981 (LIL 239) which provided documentation of design details.
We have also described our plans to install a Hot Leg Level Instrument System in our letter dated November 13, 1981 (LlL 324). This letter also contained the schedulo for detailed engineering and installation.
Information cancerning the formation of steam during natural circulation cooldown was provided in response to NRC Generic Letter 81-21 by our letter dated December 4, 1981 (Lil 342).
In our letter of March 30, 1981 (Lit 089) we identified a completion schedule of ten (10) months after staff approval of our small break LOCA methods program.
Based on NRC acceptance the projected date was March 1982.
However, based on additional work required, we project an extension of the schedule until about June 1982.
We believe this letter reflects the major conclusions and agreements reached in the October 23 meeting.
It is our intent to implement this review without impacting the current schedule for the completion of the SB LOCA Methods Program.
