Under separate cover, we are transmitting three (3) origine! .:nd forty (40) conformed copics of an application for Amendment to Fac11 tty Operating License No. NPF-3 for the Davis-Besse Nuclear Pwer Station Unit No. 1.

This application requests that the Davis-Besse Nuclear Power Station Unit 1 Technical Specifications, Appendix A, be revised to reflect the changes attached. The proposed changes involve Table 3.7-3. The attach-ments identify a snubber which was replaced upon reevaluation of the seismic analysis for safety related piping in accordance with I.E.

Bulletin 79-14.

This amendment request involves a change of Class II type. Enclosed is a check for $1,200 as requested by 10CFR170.22.

Evaluations performed for IE Bulletin 79-14 showed that snubber 33A-GCH-4-ll5 could be replaced with a sway strut. The snubber was replaced, therefore the Technical Specifications Table 3.7-3 should be revised to reflect this change.

C. Safety Evaluation A reevaluation of the seismic analysis for safety related piping system (IE Bulletin 79-14) showed that snubber 33A-GCB-4-il5 could be replaced with a sway strut. The safety function of hydraulic snubbers is to ensure that the structural integrity of the reactor coolant syr. tem and all other safety related systens is maintained during and following a seismic or other event initiating dynamic loads. The evaluation revealed minimal hot and cold setting dif ferences for Emergency Core Cooling System snubber 33A-GCH-4-il5. As a result, the snubber was removed and replaced with a sway strut. The safety function of the snubber is now accomplished by the sway strut. Therefore, this is not an unreviewed safety issue.
