U3 PRELIMINARY NCTIFICATIONS I am enclosing copy of a Preliminary Notification (PN) issued a short time ago which relates to the Point Beach Nuclear Plant.
This notification received wide distribution,

and is apparently occasioned by the fact that Unit 1 at Point Beach extended its annual refueling outage by more than 48 i
hours.
An extension of this amount after a scheduled eight-week outage during which extensive in-service inspection and a sleeving demonstration program were performed would not seem to be particularly unexpected or noteworthy.

almost any area of nuclear plant operations, we should also be concerned about the flood of superfluous paper and insignificant matters wh5ch demands our tilae and diverts our attention from l
important issues.
In the interest of increased efficiency and reducing the burden on many people, including the NRC Ccmmissioners and Staff, it would seem that the criteria governing the initiation of Preliminary Notifications deserve review.

EXTENSIGN OF OUTAGE BY MORE THAN 48 HGURS Racovery of Point Beach Unit 1 from the current refueling outage was delayed by more than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> because of a leak from the pressurizer manway. Inc leak was discovered at 2:00 a.m.
on December 6, 1981, during the primary system hydrostatic test, which is required at the completion of the outage. Repairs have now been completed and steps are in progress to reperform the hydrostatic test.
Initial criticality is now estimated for 9:00 a.m. on December 8, 1981.
This Preliminary Notification is issued for information only.
Neither the licensee nor Region III is planning a press release.
The State of Wisconsin will be notified.
Region !II (Chicago) was notified of the event by the Resident Inspector at 8:30 a.m.
on December 7, 1981. This information is current as of 9:30 a.m. on December 7, 1981.
