Dear Mr. O'Reilly:

{
In a letter to you frcm G. C. Meetze of South Carolina Electric & Gas Wmpany j
(SCE&G) dated November 29, 1979, a catmitment was made to inspect and review j
the socket wlds made by vendors on piping of safety related skid mounted l
- equipnent. An inspection of the following equipnent for undersized socket i
welds has been conducted by SCE&G Construction QC:

Mr. James P. O'Reilly January 13, 1982 Page Two the Ilydrogen Reconbiners wre found to be acceptable. W e Energency medwater Pumps, Diesel Generator Appirtenances, Charging / Safety Injection Pumps, Waste and Recycle Evaporators, Waste Gas Qxnpressors, and one Catalytic Ilydrogen Reconbiner were found to have deficient socket welds. Nonconformance Notices (NCN's) -1343M, -1348M, -1342M, -1393M, -1392M, and -1391M respectively were generatal as a result. These NCN's which specifically identified the deficient welds and their size, were utbnitted to their respective manufact.urers for evaluatica and a tion. With the exception of the anergency Nodwater Pumps, each nunufacturer was able to parform an analysis and danonstrate that the as-weldal conditions are adequate to withstand the equipnent's respective design loads. Based on these analyses, the disposition of NCN's -1342M, -1348M, -1391M, and -1393M were made to accept the nonconforming conditions as-is.
'Ihrough telephone conversations with Westinghouse, we understand that a letter is forthcaning stating that the Waste Csis Qxnpressor is acceptable. We expect to receive that letter and disposition NCN-1392M to accept as-is by January 29, 1982.
We manufacturer of the Emergency Rulwater Pumps could not qualify the existing conditions. Subsequently, a Substantial Safety llazard was declaral under the trovisions of 10CFR21. A final retort was subnittal to you by my letter dated Septanber 14, 1981, in which it was statal that corrective action was to add weld material to the deficient joints. Wis weld repiir has been canpletal by SCE&G under the rules of Section XI of the ASMS Code. Ibcununt packet revision is in trogress by SCE&G Nuclear Operations QC and is anticipatal to be canplete by January 29, 1982.
With respect to our cannitment to inspect socket welds on skid mowital equipnent, this is a final report and the issue of undersizal socket welds is consideral canplete.
If you require further information please alvise.
Very truly yours, y
j pri
