Nuclear Reglatory Commission Wachington, D.C. 20555 Denr Mr. McKenna We are writing this letter to express our concern with the Radio-logien1 Emergency Hesponse Plan for the Town of Gill.

First, there was never a copy of the plan sent to the Giving Tree School.

This school has been located within the town for the past five years and services up to thirty-five families from various towns within Prnnklin County.

In fact, under situation 1 31b of the Basic Plan, The Giving Tree School was not even mentioned.

Secondly, under r,vncuation houting ( A 4g) it states, " evacuation of the Giving Tree School (incorrectly listed as the Living Tree School) is the responsibliity of the staf f and will be accomplished by personal vehicles".

Since no one at the school was ever consulted, we enn only assume that means that the parents are to come to pick up their children.

Our assumption is also based on the fact that there is only one small car (personal) available for emergencies.

We fail to see how fif teen children ages 2-5, plus two staff, could fit into I

the enr.

Parents arriving to pick up their children would, of course, solve that problem.

I doubt thnt this would be easily accomplished since rnost parents work 3-15 miles nway nnd most would be haeding into the flow of evacuation traffic.

Also, the school is located at the end of a one Inne dirt road.

Then, as though to make a mockery of the entire plan, it states that " time estimate to evacuate residents of Gill, af ter notification, is approximately 30 minutes".

That we would like to see!

As concerned members of the Gill community we can only advocate the town not to sign this plan untill there are changes mnde and it is shown to work.
