Inspection 81-17 (PORC Training) i j

This letter is in response to your letter dated October 23, 1931, where you requested that we project a new completion date for training of the Plant Operations Review Committee (PORC) members. Your letter also requested that we discuss our plans for training other GPUN reviewers who will perform reviews previously assigned to PORC.

As noted in the subject inspection report, a portion of the training for PORC members has been conducted. A further training program is being developed which includes the following items:

Technical Specifications use and content 2.

Design Base Accidents Transients (including ATOG) l 3.

THI-l Non-Routine Reporting Requirements I

(Tech Specs, 10 CFR 21, etc.)

The training program will not include training on industry experience because a Plant Analysis Group to conduct these activities has been established 2

since our original training commitment. This Group reviews industry and i

TMI-I experience, I E Bulletins, Circulars, and Notices, etc., and distributes information to appropriate GPUN departments including those who will be I

responsible for safety reviews as well as to the PORC.

It is anticipated that the above described training program development will be complete by February 1,1982, and the first cycle of training will 4

be completed in May, 1982. The training will be repeated each 2 years i

and will be periodically audited by Quality Assurance.

  • Mr. R. R. Keimig LlL 347 Technical Specification Change Request 100li proposes to change the safety review process and PORC will no longer he required.

The former PORC members may nevertheleus participate, from time to time, in safety review activities.

It is anticipated that the above training program will be extended to the Individuals / groups who conduct reviews pursuant to the proposed Technical Specifications (2.5.1.1 and (2.5.2.1.

The first cycle of Training will be completed four months after the implementation date for TSCR 1008.

In accordance with discussions with Mr. D. !!averkamp (NRC) and Mrs. Curley (NRC), on November 18, 1981, this response has been delayed until December 8,

1981.
