1.
Access control and security at a nuclear statio 's
()
Nearsite EOF is the responsibility of the Staticn Security Director.
a.
Notification of the Security Director of activation of the EOF and the need for access control should come from the Station Director after communication with the Corporate Command Center Director.
b.
The Security Director will assign security personnel to be stationed at the EOF.
These assigned personnel will function per standard security procedures and as specified below.
c.
Security personnel will limit initial entrance to the EOF to Commonwealth Edison personnel.
d.
After the initial manning of the EOF, access will be limited to personnel approved by the Recovery Manager or the senior Edison official at the EOF, if the Recovery Manager is not yet present.
Media personnel will be directed to the designated e.
Emergency News Center entrance at the EOF.

Generally, persons who will be granted access to the EOF will be Edison personnel, NRC representatives and State officials.
In all cases, entrance must be approved by the Recovery Group Manager, either by prearrangement or at time of arrival.

Access control at the CCC will be the responsibility of the CCC Director.
a.
He should appoint an individual to control entrance I
to the CCC.
This individual should be someone other l
than a GSEP organization Director.
b.
Due to limited space in the CCC, numbers of personnel must be strictly limited. All personnel having access to the CCC will be as approved by the CCC Director, either by prearrangement or at the time of arrival.
c.
Media personnel will be directed to an area other than the CCC and will be addressed by the Information Director in this area.

PURPOSE Provide for an orderly and disciplined takeover of the Westinghouse Nuclear Training Center (WNTC) in the event of Generating Station Emergency Plan (GSEP) implementation in response to an emergency condition at Zion Station requiring activation of the Emergency Operations Facility (EOF).

PRERFfiUISITES 1
Agreemsnt between Commonwealth Edison Company and Westinghouse Corporation exists allowing CECO to utilize the WNTC as an interim EOF until the final EOF is completed on a "not to interfere with student training" basis for drills and exercises.
In the event of an actual incident at Zion Station requiring full activation of the EOF, it is understood that CECO would be allowed use of the WNTC in its entirety.

LIMITATIONS AND ACTIONS 1)
When activated for exercises or drills, the WNTC may not be utilized by CECO to the full extent described in this procedure.

PROCEDURE 1)
The CECO Nuclear Duty Person, af ter being informed of the condition at Zion Station will, as part of his notification duties, call the WNTC at (312) 872-4585, explain the situation and inform the Training Center manager or his Cognizant Person that CECO is activating the WNTC as the EOF.
(This notification may be made directly by the station or in person by the Environs Director if the situation requires immediate activation of the EOF.)

The WNTC Manager or his Cognizant Person will take the following action:
a.
If the situation is such that an evacuation of the immediate area around Zion Station is imminent, WNTC staff and students will leave the center and report to an appropriate assembly area such as the City of Zion Emergency Operations Center (EOC). The exact assembly area will be determined at the time of notification. An appointed individual will remain at the WNTC to acct as liaison with CECO personnel.
This individual will also maintain responsibility for the training reactor located at the center.
b.
If evacuation is not imminent, then the WNTC manager or his Cognizant Person will make immediate 4
arrangements to provide use of the following areas to CECO (See attached floor plan) :

Classroom #1 - Directors / Technical Work Center 3.
Classroom #2 - Briefing Room 4.
Classroom #3 - Support Organizations Work Center

training will be dependent upon the extent of EOF activation, the magnitude of advisory support necessary, the amount of space available and accessibility of the area around Zion Station.

The WNTC is equipped with a public business exchange consisting of six Illinois Bell business lines and six WIN lines (Westinghouse's long distance trunk-line network). The exchange has approximately 125 stations located throughout the center available for use.

Control of the WNTC will be returned to Westinghouse when need for activation of the EOF is no longer necessary.
