TMI-l RESTART OPEN ITEMS N

g Ue have completed our review of several issues which were raised by the TMI-l ASLB in their Partial Initial Decision (PID) and by the Special Master during the hearings on the cheating incident. We request that the Board and Special Master be notified of the results of our reviews as noted below.

1.

In the PID (item 1 at 583), the Licensee was directM to administer Category T examinations to license candidates prior to the issuance of operator licenses. We have verified through the THI-l IE Pesident Inspector that all license candidates have successfully passed (score greate= than 90%) a Category T examination.

In addition, we have evaluated the original Category T examination snd the two makeup examinations and have determined each to be acceptable. The examinations covered the subject matter identi-fied in Comission Order item II.l(e), were equivalent to similar examinations administered at other MW facilities, and contained few repeat questions. Therefore, the Licensee has complied with this license condition.

2.

In the PID (item 3 at 583), the Licensee was directed to have its non-previously licensed operators successfully complete an NRC-administered exanination at the MU Sinulator. We have administered these examinations and will issue licenses only to those candidates who demonstrated satisfactory performance.

Future license candidates, including those who were unsuccessful in these examinations, will be required to pass an NRC-administered simulator examination as a portion of the licensing process. Accordingly, the Licensee has complied with this license condition.

3.

The Special Faster expressed his interest in whether the NRC would continue to accept Licensee certification of operator candidate competence in light of the October 1981 examination results. He have evaluated these results and have determined that continued acceptance of Licensee certification of operator candidate l

conpetence is warranted.
