EFFECT OF EARTHQUAKE ON SPENT FUEL STORAGE POOL RACKS AT WEST VALLEY DOCKET NO. 50-201 Introduction In our Interim Safety Evaluation I issued in August 1977, the staff discussed fuel receipt and storage at the We' stern Nuclear Service Center IWNYSNSC) at West Valley, New York. We indicated that structural analysis of the effect of earthquake on the fuel storage pool was being undertaken by the Lawrence Livermore Laboratory (LLL).

Although our evaluation indicated there would be no danger to the health and safety of the public, the further analysis of earthquake was intended to better determine the risk to employees.

The report prepared by LLL, Structural Analysis of the Fuel Receiving Station Pool at the Nuclear Fuel Services Reprocessing Plant, West Valley, New York, UCRL-52575, presented the results of their seismic analysis.

Livermore concluded that structural distress could occur at accelerations above sixteen percent of gravity in the pool region in the upper east corner of the north wall of the storagt basin.

Because tic, basin is surraunded by glacial till, the amount of water loss would be low and could be made up from plant supplies. As stated in the Interim Safety Evaluation I, because of the age of the fuel in storage, the water is l

no longer needed as a coolant to prevent cladding damage, but continues to be required for shielding.

Based upon our review of LLL's analysis of the pool structure, the staff concluded that there is no undue risk to the health and safety of the public or employees from the present spent fuel storage activities at the West Valley site. LLL's report and the staff's ccnclusions were issued to the co-licensees and the public unde our transmittal letter dated May 14, 1919..

Analysis of Fuel Pool Racks Because the LLL analysis cor;idered only the pool structure itself, the staf f decided to conduct further analysis of the effects of earthquake on the fuel storage racks. This analysis, conducted by our consultant, Science Applications, Inc. (SAI) is documented in the accompanying report entitled, " Seismic Resistance Capacity Evaluation of Spent Fuel Storage Racks and Fuel at West Valley New York" (NUREG/CR-2236).

Based on staf f review of information submitted by Nucleer Fuel Services, Inc. and its own independent sources of information, the staf f concluded that a site seismic design acceleration of 0.29 was appropriate for new addi tions and modi fications. The fuel receipt and storage pool was

f built to Uniform Building Code Zone III specifications during the period 1964-1965. Zone III indicates an active egrthquake zone.

In this analysis, we have assessed the capability of the fuel pool racks against the design value of 0.2g.

As discussed in our Interim Safety Evaluation, the staff has also developed information on seismic recurrence intervals i

for the site.

These estimates are equivalent to predicting the probability of the occurrence of a ringle earthquake as a function of its magnitude.

This relationship is shown in Figure 1.

The curva of Figure i represents a fit to Central Stable Region earthquake histories from modified Mercalli intensities IV, VII, and VIII.

Throughout this evaluation, the attempt has been made to strip the cnalysis of ruch of the conservatism inherent in the method. This is not done becaJse the staff does not want to be conservative in its approach to protection of the public; but rather, the removal of conservatism is necessary in order to realistically determine the risk to the public. The staff continues to require for any new construction thq, conservatism In so' e portions inherent in its guides and regulations and analyses.

m of the analysis it was not always possible to quantify the amount of conservatism present in a calculational step.

In such a case, the conservatism will remain in that portion of the analysis.

If a completely realistic assessment of the racks' seismic capacity could be performed, it is likely that the threshold acceleration levels for failure of the splice and anchor bolts would be even higher.

Restriction on Analysis This analysis is based upon the existing fuel loading of the pool and does not apply to alternate rack configurations.

If alternate rack configurations are contemplated, they must be separately analyzed.

. Conclusion Based upon this analysis, the staff continues to conclude that there is no undue risk to the health and safety of the public or employees f rom the present spent fuel storage activities at the West Valley site.
