$UniinaY OF Asb hu.11ab A meeting was held December 1,1961 at the Byron Station near byron, Illinois with representatives from Lormonwealth Edison Loupany and Sargent b Lundy to ciscuss concerns raised by the Ituxiliary Systetas oranch during their review of the byron /braidwood FSAR. A list of attendees is given is Enclosure 1.
The following is an update of tne Abu open items baseu on our ciscussions during the raceting:

J.5.2 Tornado ttissiles - based on tne applicant's dratt response to y 010.s3 and our observations at the site, be consider that adequate tornado missile protection is provideo for the nain steaa safety and reliet valve stacks and the spent fuel from failure of the fuel building freight door.
Ho. sever, we are not satisfied with the applicant's response concerning protection or the essential service water cooling tower fans, fan motors anc exposed piping or the dier.el generator exhaust stacks. The applicant agreed to reevaluate the protection for tnis equipment in response to our position that posi tive protection be provideo. The applicant also agreed to verify that the aain stean safety valve house ventilation exhaust is tornado missile protected. This will reuain an open itea pending satisfactory resol u ti on.

The applicant also agreed to provide a table of light loods inCludinb their kinetic energies When dropped f ron over the open reactnr vessel or spent fuel pool. This is now a conf 1rmatory 1 tem.

9.2.2 Component Cooling Water - The applicant coaaitted to provide a sdfety grace inoiCation of 1035 of Coli.ponent Cooling water flow to the reactor coolant pumps. This item is now a confirmatory item.

9.3.1 Compressed Air - (not included in ueeting notice) - The applicant comitted to accress coupliance of the instrument air system with ANSI ML 11.1 Standard anu icentity a pertootc sampling for instrument air yudl i ty.
This is a confirmatory item.

9.3.3 Equipment end Floor trainage - The applicant is perforaing an evaluation of tne internal flood protection design for all safety related equipraent and will provice the results in the future. The' applicant also Cod.61tted to provide drawings indicating thdt check valves are provided in drain lines for redundant essential equipnent rooms. The internal flooding review will include the effects of rupture of all nonseismic Category I piping in safety related equiprent areas. This will remain an open iten pending satisfactory resolution.

9.4.1 Control, loom HVAC - The applicont indicated that the P&ID symbols l
of fire compers actual identify - a cultiple dauper in the duct such i
that a single failure does not stop air flow to essential areas. Thus, tnis item is resolved.

9.4.6 River 5creen house hYAC - The applicant comitted to include procedural steps unich will require that the essential service water riokeup pupps be started on loss of offsite pcwer when the outside air teraperature reaches 40 degrees F.
This item is technically resolved and will be closed upon formal docurwntation.

10.3.1 liain Steam - The applicant indicated that the main steam power operateo relief valves (ataospheric dupp valves) will be modified to include a hydraulic operator with a fully Class Il power supply i

d) The applicant couaitted to tech. spec. an AF',1 pump oil supply equivalent to delivering the 200,000 gallons of condensate needed to shutdown. A backup oil supply can be provided from the standby oiesel generator oil storage tanks. This item is resolved.

In acuition to the above, we oiscusseo the iou preliuinary review of the uyron sdfe shutdown due to fire analysis. The applicant indicated that for certain fires, when a loss or of f site power is assumed and shutdown is accotaplisheo via natural circulation, the prioary coolant thot leg and cold leg) resistance temperature detectors (RTDs) can not acequately indicate TH and TC d5 II " I" the loops is too slow, and tne well detector is too great a netal nass. The l
Westinghouse owners group is aware of this proDie:a and is looking into it.
