Dear Mr. Green:
l This is a partial response to your letter dated October 30,1981, in i
which you requested, pursuant to the Freedom of Information Act, copies of all reports and communications related to the investigations of Dr. Zalman Shapiro and the Nuclear Materials and Equipment Corporation (NUMEC) in Apollo, Pennsylvania.
You stated you are particularly interested l
in the terms of the " settlement" of the case against Dr. Shapiro and NUMEC, in which Dr. Shapiro paid penalties to the AEC prior to selling the corporation.
To date we have not located any documents subject to your request, however, our search is continuing and we expect to complete our search efforts in a few more days.
In the meantime, you may wish to direct your request to the Department of Energy at the following address: Mr.

We believe that records possibly responsive to your request may be located at the Department of Energy, the successor to the Energy Research and Development Administration (ERDA) and the former U.S. Atomic Energy Commission (AEC), concerning that portion of the activities at NUMEC which dealt with weapons grade fuel.
We will communicate with you again when we have completed our search for NRC documents which may be responsive to your request.
